London Borough of Waltham Forest was supportive of the proposals
to replace two out-of-date existing community centres with extra care
apartments and ancillary facilities. Full consultation with planning,
highways, conservation, housing, adult care services and urban
planning took place and the design modified to ensure support.
As the site is in close proximity to Friday Hill House, a Grade II Listed
Building, the design, height and massing was discussed in detail.
The planning application was submitted in December 2012 and received
approval in March 2013.
Planning application was submitted 14 October 2014 and refused at planning sub-committee on 16 December 2014. A planning appeal was subsequently lodged with the Planning Inspectorate, with the appeal allowed on 19 January 2016.

As the site was owned by LB Waltham Forest they managed the
closure and relocation of the existing community facilities on the site.
The new scheme offers opportunities for social activities for local nonresidents.
The lounge, restaurant and activity room are large spaces
and accommodate coffee mornings, luncheon clubs, events and parties,
rental for community groups etc and hair/treatments are available to
the community. A publicised consultation event took place on site on
20th November 2012 prior to preparation of the planning drawings. The
exhibition was well attended and gave the opportunity for Circle, PRP and
LB of Waltham Forest to explain the design proposals. Reactions of local
residents were generally favourable but some concerns were raised;
• The building line. It was suggested that the building line of our
proposed scheme was too far forward in relation to the neighbours.
Following this concern, the building line was set back further to be in
keeping with the general set back along the street.
• Parking. A concern was raised as to whether there were insufficient
spaces proposed. A transport assessment was commissioned to
address this concern and ensure parking would be adequate.
