Planning History

The site has had a complex and troubled planning history, with several failed applications since it was last occupied in 1979. The consented scheme is the result of lengthy discussions with the council and a deferred committee date, which enabled further stakeholder engagement to evolve the scheme in line with the local community requirements. At the committee on 14 October 2015, Councillors responded very positively to the relationship that has been built between the design team and the local community and granted planning consent for the scheme.

The Design Process

Stokes Croft is home to a hugely engaged and socially active community. Therefore the process of consultation was vital for this project. From the outset, Assael and the design team were committed to going above and beyond the usual consultation process by working with the local community and involving them in the evolution of the proposals for the site. A rigorous strategy for consultation and community involvement was produced, of which the principal aims were to identify the aspirations of the different stakeholders and review emerging themes, priorities and preferences for the site. We engaged with several different stakeholders through various means, including two public exhibitions, numerous pre-application meetings with Bristol City Council, workshops and meetings with local action groups. We facilitated a number of lively discussions and had repeated face-to-face engagement with the Carriageworks Action Group, Love Bristol, St Paul’s Unlimited, Bristol Civic Society, Kingsdown Conservation Group, and English Heritage. This exemplar approach to consultation resulted in the project being recommended by Bristol City Council and the Carriageworks Action Group as a precedent for best practice in community engagement.
