The site is part of the Council’s regeneration programme for the South Kilburn Estate. The regeneration ambitions for the area were outlined in a 2004 Masterplan and a 2005 Supplementary Planning Document, which aim to deliver 2,400 new homes, approximately 1,200 of which will be made available to existing South Kilburn residents, by 2023. A review of the Masterplan has just concluded. Through the Masterplan Review there will be an additional c.400 new high quality homes to be delivered as part of the South Kilburn Regeneration Programme. The programme is now due to complete in 2029. A draft South Kilburn Supplementary Planning Document is currently out to consultation. The main objective of the SPD is to ensure the long term physical, social and environmental regeneration of the area and to guide the design of new developments coming forward.
The Gloucester House and Durham Court site is an important one. It provides an entry point into South Kilburn from Kilburn High Road, and is within the ‘Historic Quarter (as defined in the SPD 2005), with some listed buildings and an adjoining conservation area. The Council wanted to create a high quality residential development which sets a high standard for the rest of the Masterplan area still to be developed. In April 2013 the Council appointed a design team, led by Feilden Clegg Bradley Studios to deliver a scheme of high quality homes within a sustainable and inclusive environment. Planning permission was granted in May 2014.
